Profile of District 9790
The District embraces part of Victoria, East and West of the Hume Highway and the most southern areas of New South Wales .
The District extremities extend from the northern suburbs of Melbourne to Mansfield - Mt Beauty - Corryong - Holbrook (NSW) - Deniliquin (NSW) - Kyabram - Seymour - Kilmore - Melbourne, total approximately 945 kilometres.
Within this significant area of the District there are sixty clubs with a total membership of approximately 1850 members with clubs varying in size from 83 to 11 members.
From this profile three significant factors have been considered for the implementation of the District Leadership Plan specific to the District requirements.
*The diversity of the district geographical location and size.
*Geographical location of the sixty Rotary Clubs and their membership.
*The traveling time to and from the Rotary Clubs.

From these three factors it was determined that nine Assistant Governors be appointed, each serving six to seven clubs.
Their roles would be:
*Sharing the Governor's administrative responsibilities.
*Strengthening relationships between the District leadership and clubs.
*Servicing the clubs and their membership in the programs of Rotary International and The Rotary Foundation.
*Better communications at all levels within the District.
*Providing opportunities for well trained leaders at District Level.
*Providing a larger field of candidates for selection of District Governor.

Appointment - Qualifications and Terms of Assistant Governors Top
Appointment
The District Governor Elect in collaboration with the District Governor Nominee will make the final selection of Assistant Governors annually in the month of November. Assistant Governors are not officers of R.I.
Qualifications
* Membership (excluding Honorary) in good standing in a Club in the District for at least five years.
* Served as a Club President for a full term.
* Willingness and ability to accept the responsibilities of Assistant Governor.
* Demonstrated performance at District level and potential for future leadership in the District.
* Undertake a full training program for Assistant Governors and participate as a Leader at P.E.T.S. and District Assembly.
Terms
* Has not served as an officer of Rotary International.
* To provide for continuity in District Leadership no Assistant Governor will serve more than three one year terms.

The District Governor 2005-6 Elect assisted by the District Governor Nominee and the nine Assistant Governors will determine what the District wants to achieve and then appoint Rotarians to Committees only as necessary to achieve those goals and objectives. Where Committees do not serve a specific need, the Governor may determine to discontinue them.

Qualifications
* Membership other than Honorary in good standing in a Club in the District for at least five years.
* Past District Governor.
* Willingness and ability to accept the responsibilities of District Trainer as determined by District.
Term
Appointed on an annual basis not serving more than three one year terms.
Function
Responsible directly to the District Governor 2005-2006who will determine the training needs in the District for the current Rotary Year pertaining to the Assistant Governors, District Chairpersons, P.E.T.S., District Assembly.
In conjunction with the District Governor Elect and District Rotaract Committee the Educational Officer is responsible for developing and conducting training for the Rotaract Clubs and District Leaders.

Job Description
Title: Assistant Governor
District: District 9790
Reports to: District Governor
*Overview
* Member of District Management Committee.
* Assisting Governor in the execution of tasks and duties.
* Liaison between Clubs and Governor.
* Interacting with other Assistant Governors, District Chairpersons and District Coordinators.
Please note requests for Assistant Governors to assist District Committees must be made through the District Governor.
Working Relationships
Rotary and sponsored Rotaract Clubs, Rotarians and Rotaractors in their assigned geographical areas.
Specific Duties
Club Administration
Meets with and assists the incoming Club Presidents in his/her assigned area before the beginning of the Rotary Year to discuss Club goals and to review the Summary of Club Plans and Objectives.
Reports to the District Governor immediately after each Club visit.
Schedules and plans for the special visit to the area of the Governor, whose primary purpose should be to advance Rotary in the District. The Governor issues final schedule approval.
Monitors
* Club budgets, focusing on timely budget preparation, separation of charitable and Club expenditures and specific allocations for proposed service projects.
* each Club's performance with respect to service projects.
Updates the Governor on progress within the assigned Clubs, including attendance at local and district meetings, local net growth, and financial status.
Assists the District Governor in organising and strengthening new clubs: overseeing the extension survey; making recommendations for special representatives and "sponsor clubs"; adopting and adhering to the Standard Rotary
Club Constitution and Recommended Rotary Club By-laws regarding name and territory, programs, fees/ dues, and application.
Participates in meetings with District Leaders.
Encourages Clubs to follow through on requests and recommendations of the Governor.
Training/Education
Attends and actively participates in
* the Assistant Governors ' training session for the District,
other training sessions held for District Officers.
* Assists the District Governor 2005-2006 and District Trainer in organising and conducting the Presidents-Elect Training Seminar (P.E.T.S.) and the District Assembly
Communications
Visits each assigned Club in his/her area regularly with a minimum of one visit each quarter of the Rotary Year.
Holds regularly scheduled meetings (preferably monthly and no less than quarterly) with the combined Club Presidents of their Groups to discuss the business of the Clubs and resources available to them along with goals, programs and objectives of the District and Rotary International.
It is strongly recommended that for the last meeting of the Rotary Year that the Presidents Elect be invited to attend.
Promotes cordial relationships among the Clubs, between the Clubs and the District, and between the Clubs and Rotary International.
Apprises (formally and informally) the Governor and other District Leaders of Clubs' progress and concerns.
Identifies outstanding Rotarians and/or Club projects to be recognised by the Governor.
Leadership
Works with the Governor and other District Leaders to develop District goals.
Advises the Governor Elect (when asked) on selections for District Committees.
Suggests ways to advance Rotary and to address organisational concerns.
Promotes attendance at P.E.T.S., the District Assembly, the District Conference, and other District meetings.
Identifies potential District Officers and encourages them to participate in District activities.
Supports decisions made by consensus among District Leaders.
Participates in Rotary Foundation programs, annual and special giving events, and other assignments related to The Rotary Foundation as necessary.

*Overview:
The District Committees are the pro-active linchpins to assist and provide guidance to the:
* District Rotary Clubs.
* Assistant Governors in District Projects and on-going club projects as listed in the District 9790 Directory 2005-2006 through the District Chairpersons
* Liaison between Clubs and Assistant Governors.
Specific Duties:
Working Relationships with Rotary Clubs and sponsored Rotaract and Interact Clubs, Rotarians, Rotaractors and Interactors in their assigned geographical areas.
Functions: District Chairpersons will arrange, at Club request, guest speakers and resources to assist Clubs in the development of new and on-going District Projects.
Training/Education: Attend and actively participate in:
* The combined 4th Training Session for Assistant Governors and District Chairpersons.
* Other Training Sessions nominated by the District Governor for District Officers
* Assist the District Governor in organising and conducting the District Assembly as a facilitator.
Communication:
* District Chairpersons are responsible to hold committee meetings at least quarterly to discuss goals, objectives and programs of R.I. and the district
* Promote cordial relationships amongst the Clubs.
Leadership:
* Work with the District Management Committee to develop District goals.
* Advise the District Governor Elect on selections for District Committees.
Assist Pro-actively:
* In the maintenance of Rotary Protocols, Standards and Values
* Motivation, inspiration and education of all Rotarians in the District
* Promotion of Rotary activities and programs embraced within the R.I. Theme for the year.

To furnish quarterly reports to the District Management committee (through the District Secretary) outlining activities undertaken with Clubs and on matters that need attention by the District Management Committee.

* To receive correspondence and bulletins from clubs
* To sort, file and redirect correspondence as appropriate
* To receive monthly attendance reports from Clubs
* To issue invoices to Clubs for District dues and Insurance premiums
3. District Newsletter:
* To liaise with Newsletter Editor to provide materials for publication
* To assist with distribution of the Newsletter
* To provide monthly attendance reports for publication
4. Leadership:
* To co-operate with the District Management Committee to develop Club and District administration
* To assist in the identification of potential District Officers

* Assist District Governor in the financial administration of R.I. District 9790 Account in accordance with the provisions of the By-Laws of R.I. and the District By-Law Article 3, Clauses 1-11 inclusive.
* Act as Manager of all District finances
* Liaise with District Governor, District Secretary and District Auditor
* Interact with Assistant Governors, District Chairpersons and District Co-ordinators.
Specific Duties:
1. Administration:
* Preparation of the District Budget with the assistance of the incoming Finance Committee (District By-Law 3.7)
* Schedule Finance Committee meetings (four per year) and record minutes for report to the District Governor
* Collect District Semi Annual dues from Clubs (District By-Law 3.2)
* Collect District Insurance premiums per capita from Clubs
* Collect revenues from District Projects not otherwise controlled by appointed committees
* Maintain District financial records.
* Reports to finance Committee and District Management Committee financial position including:
* actual income and expenditure year to date
* actual result against budget
* statement of position (Balance Sheet)
* debtors position
* creditors position
Controls District Governor's allowance and expenditure for directly related costs of District Administration not compensated by R.I. and including expenses incurred by District Committees and Appointees
Submits to the District Auditor the Annual Report for audit and thereafter forwards to each Club and Past Officer in the District copy of the Audited Annual Statement (District By-Law 3.10)
